Boasting of a 2-storey modern design building which achieves a balance between nature and finer points of urban living, in the heart of verdant hills and valley stretch at the foothills of Sitio Cabading, Antipolo City, COA’s new Provincial Satellite Auditing Office (PSAO) – Rizal shall serve as a home symbolic of COA’s independence and interdependence for the audit teams of the different cities and municipalities in the Province of Rizal.

On May 30, 2023, the PSAO building was inaugurated with COA Commissioner Roland Cafe Pondoc and Commissioner Mario Gonzales Lipana, alongside CALABARZON Regional Director Atty. Resurreccion C. Quieta, OIC- Regional Director Juniel D. Sadiasa of COA Region V, OIC-Assistant Regional Director Melanie P. Ruiedera, other key officials from the COA Central Office, and all CALABARZON Officers, leading the ceremony which was highlighted with the unveiling of the PSAO markers and the ribbon-cutting ceremony.

The event was attended by Rizal Governor Nina Ricci A. Ynares, Antipolo City Mayor Casimiro “Jun” A. Ynares III, Rizal District Engineers and other Local Government Unit (LGU) Officials and employees.

“COA’s role is essential in nation building, sa pamamagitan ng pagbubukas at pagooperate ng COA Rizal PSAO, may katulong na tayo sa pagsulong sa good local governance at kaunlaran sa ating lalawigan. Mas madaling matutukan ng COA ang lahat ng ahensya ng pamahalaan dito sa Rizal, national government agency man o local,” Governor Ynares said.

Mayor Jun Ynares in his message expressed his gladness that COA chose Antipolo City as its home and said, “COA is an important government institution that serves as a constant reminder that government units are accountable to the Filipino people and that we have to account for every single expenditure.”

Commissioner Pondoc mentioned in passing that PSAO – Rizal is the 68th COA PSAO built in the various provinces within the country. He expressed his appreciation for the gratuity given by the City Government of Anitpolo and the Province of Rizal, “This building is a symbol and fulfillment of COA’s mandate, it is a motivation for us to perform our duties with passion, it promotes our independence and integrity, said integrity should be in every auditor’s heart.”

Commissioner Lipana in his message conveyed his heartfelt gratitude to the City of Antipolo for donating the land and recalls that he was then the CALABARZON Regional Director during the groundbreaking held way back in January 2020 pandemic era, he lauded the leadership of Director Quieta for having finished the PSAO. He spoke of the importance of interdependence among different bodies of government that work together towards better public service.

Director Quieta thanked the Commission Proper, COA officials and employees and the LGU and national government officials who played different roles in making the PSAO project a reality. He thanked everyone who attended the inauguration and blessing of the PSAO Rizal as it marks the 4th PSAO for CALABARZON, a great feat and milestone for the Region.

Assistant Regional Director Ruidera delivered the closing remarks expressing that, “we should show our gratitude above all to God Almighty for His guidance and for inspiring us.”
