Last June 20 to 24, 2022, the Commission on Audit (COA) Regional Office No. IV-A conducted in-person seminars for its officials and personnel dubbed as “Training of Trainers (ToT) on the Handbook on Financial Transactions of the Sangguniang Kabataan (HFTSK) on June 20 to 23, 2022” and “Refresher Courses on Cash Examination, Republic Act (RA) 9184 and 2009 Revised Rules of Procedures of the Commission on Audit (RRPC) on June 24, 2022” at the Alonte Sports Arena, Biñan City, Laguna. The seminars were aimed towards raising the level of professionalism and competence of the participants who are

all under COA Regional Office No. IV-A, composed of Regional Supervising Auditors (RSAs), Supervising Auditors (SAs), Audit Team Leaders (ATLs), Audit Team Members (ATMs), Attorneys from the Legal Services and the Provincial Satellite Auditing Office (PSAO) of Batangas and Rizal, Special Investigators (SIs), State Auditing Examiners (SAEs), selected Administrative Officers (AOs), and Administrative Assistants. The Regional Director (RD) of COA Regional Office No. IV-A, Atty. Resurreccion C. Quieta was the resource speaker throughout the five-day seminar. RD Quieta discussed in clear and simple manner all the relevant and significant procedures, forms and issues pertaining to the audit of SK transactions, as well as those relating to cash examinations and the RRPC and RA 9184. The seminar on HFTSK is expected to be replicated or rolled out to the 4,018 barangays located within the CALABARZON area within the next two months. The target participants are the Sangguniang Kabataan (SK) Presidents, SK Treasurers and the Budget Monitoring Officers of each barangay. The resource speakers for the seminars to be conducted by those under the Local Government Audit Sector are the SAs and ATLs. For provinces which will cascade the HFTSK seminar with two classes per week, the resource persons are the RSAs and SAs of the National Government Audit Sector-Clusters 1 to 8, Corporate Government Audit Sector-Clusters 1 to 6, State Universities and Colleges (SUCs) and Other Stand Alone Agencies (SAAs), as well as Water Districts and Other SAAs. The seminar was concluded in the afternoon of June 24, 2022 and was immediately followed by a Fellowship Night that was held in the same venue. The said activity allowed the participants to unwind and get to know each other. The program for the night was officially opened with a Welcome Remarks from the vibrant Assistant Regional Director of COA Regional Office No. IV-A, Mr. Juniel D. Sadiasa. Music throughout the night was provided by the very talented band of the Second Infantry Division Jungle Fighter Combo of the Philippine Army. The host for the program was the lovely Training Specialist IV, Ms. Maria Luisa L. Aganan, who was also the Master of Ceremonies during the entire five-day seminar.
