“Very thankful for the promotion as State Auditor IV and to the people who made it happen especially our dear Almighty God, forever grateful to COA Region IV-A officials and personnel who supported my journey every step of the way,” says Ms. Paulita Maderazo, one of the six (6) non-CPA auditors who was promoted for SA-IV position.

            COA Regional Office (RO) IV-A ended the last quarter of 2021 in a high note when it handed over the appointment papers of the 6 newly promoted SA IV. The occasion was particularly moving as the 6 non-CPA auditors all experienced hardship in getting this well deserved promotion because of the previous policy that only CPA board passers are qualified as SA IV.

            Through the earnest efforts of the ROIV-A officials, led by then Director and now Commissioner Mario G. Lipana, and then Regional Supervising Auditor and now OIC-Assistant Regional Director Juniel D. Sadiasa, who proactively initiated this historic deed as soon as the updated “Qualification Standards (QS) for SA IV per Civil Service and COA Issuances” was disseminated. A fitting legacy from Comm Lipana to impart for those who waited for almost a decade from their last promotion.

            “It was really then Director now Comm Lipana who really fought for us and justified our qualifications, we are all very grateful to him” says Ms. Maderazo when interviewed for comment. Under the new QS, non-CPAs are qualified to the position of SA IV with the following:

• BS Accountancy/BSC Accounting with Master’s Degree
• BS Accountancy/BSC Accounting with Bachelor of Laws
• BS Accountancy/BSC Accounting with Certificate in Leadership and Management from the CSC
